    • Carlos Mersán - Mersan Abogados
    • Nora Ruoti - Nora Ruoti & Asociados, Estudio

The wide-ranging expertise of the practitioners at Mersan Abogados allows the firm to assist clients from various industry sectors on a broad spectrum of tax matters. This includes tax planning, consultancy, administrative processes, and the tax aspects of transactions. The firm’s strong litigation capabilities further enable the team to represent clients in tax-related conflicts. Name partner Carlos Mersán has an excellent reputation in the sector and brings his wealth of experience across a number of practice areas to the team. The highly regarded Diego Zavala and Pablo Lu are also recommended.

Founded in 2004, boutique outfit Estudio Nora Ruoti & Asociados is highlighted for its top-notch experience in tax work. In addition to handling tax audits, tax planning, investment advice and international tax law matters, the firm is highly capable of advising on tax litigation cases for its high profile clients before both administrative and judicial courts. Founding partner Nora Ruoti has a strong market profile for tax matters while the expertise of Carlos Jorge Vargas in civil law –including labour and employment matters– provides an excellent support for the practice. Representative clients include Axion Energy, American Airlines, Agrofertil, Cargill Agropecuaria, Multimar Paraguay, and Nipon Automotores.

Olmedo Abogados’ first-rate dispute resolution expertise places the firm in a strong position to advise on litigious tax matters but this is only one aspect of its full service tax offering, both contentious and non-contentious. The firm regularly acts for international and domestic companies before the tax authorities and administrative and judicial courts, and also assists them with tax planning, structuring and customs matters, as well as on the tax aspects of corporate transactions. Other strengths include advising clients on tax incentives under the country’s maquiladora regime. Gustavo Olmedo, José Ignacio Olmedo, Enrique Zacarías and Graciela Royg are the main contacts.

Berkemeyer Attorneys & Counselors should prove a solid tax option moving forward, with the August 2015 hire of former practice head at Vouga Abogados Federico Valinotti to head up the firm’s newly-founded tax department. The ‘straightforward and more than proficient’ Valinotti brings significant capability in tax planning, compliance, cross-border transactions and tax litigation, and ensures ‘fast and diligent support’ in tax matters to the firm’s corporate clients. The team’s client roster includes Parag INC, Robert Neurer, Microvest Capital Management and Mercer.

Néstor Loizaga heads the practice at Ferrere, which is dominated by corporate support work and regularly advises national and multinational clients on the tax aspects of M&A transactions, investment regimes under Paraguayan law and corporate structuring and restructurings. Recent highlights include advising US-based oilfield services company Schlumberger on tax planning matters (including tax incentives under the Hydrocarbon Law); and assisting Electropar with day-to-day tax matters in relation to agreements, licensing, leasing and investments. Other clients include Cargill, Petrobras, Unilever and JBS.

In line with its superb M&A practice, Peroni Sosa Tellechea Burt & Narvaja has a strong transactional bent and is an ideal choice for advice on the tax aspects of corporate and foreign investment operations; however, it also has an active tax litigation practice, for which Juan Carlos Boggino is highly recommended. Team co-heads Ana Añazco and Gerardo Duré are the names to note for tax planning matters and foreign investments, while Guillermo Peroni leads on cross-border operations. On the regulatory side, the firm recently assisted Cámara Paraguaya de la Industria Naval with the drafting of the Decree Bill allowing VAT exemption for ports and storage facilities. Other representative clients include Artepiso Paraguay, Vemarcorp, and Grupo Fiorucci.

Vouga Abogados was hit by the departure of former practice head Federico Valinotti to Berkemeyer Attorneys & Counselors, but retains the ‘first-class leader and business-savvy advisor’ Rodolfo Guillermo Vouga as well as Brazilian tax specialist Mariana Montenegro Reis. Clients hold the tax team in high esteem and highlight the group’s ‘effective and helpful service’, ‘high-quality solutions’ and ‘ability to draw on specialists in all areas relevant to corporate operations’. The team is further praised for ‘deeply caring about its clients’ business needs’; its ongoing matters include regular assistance to Brazilian soybean company Amaggi regarding all its tax-related issues in the country. Other clients include Spain’s largest private security company Prosegur, Sodrugestvo Group and Archer Daniels Midland.
